Quite honestly, buy. They're cheap at Radio Shack, and have safety devices the 'pan on a stove' does not.

When Wal-Mart puts there Halloween stuff out, you can get one there for around $30, or you can go online to walmart.com and get 700 and 1000 fog machines pretty good prices. I bought a fog machine from Walmart  a few years ago, and I am going to get a few more this year. But i would not go with trying to build one yourself.
2011 Plans:
   - Second year for dimmable animation
   - 184 Channels of Blinky Flashy :D
   - 8 RGB Flood Lights
It's gonna be fun!! :D
