I am looking for a substitute excel type of program that will allow me to import and edit an excel file prefer free but as long as it is cheaper than excel.

Google Docs is free, nothing to install, and it can import excel files.
And you can share the "files" among other computers and other users.

Libre Office, the fork of Open Office does all this and is actively developed.

Google docs works great for simplier spreadsheets.  I happen to use that on my phone, tablet, multple computers to keep track of my string addresses, counts, types, dmx addresses I use, etc.

It is fabulous to be out on a ladder, whip out the phone talk to google as to what you want in the cell, and continue on, knowing that when you open it on your laptop at the park you have access    :D

google docs lets you edit the live/cloud copy found in the cloud once you import.
you can choose to export the files back to excel format at any point.

You might have gotten that impression when viewing other people's docs ... they can be set to prevent some (or all) people editing them ... but as the author, you always have editing rights.
