Can anyone give me a link to a reasonably priced site that I can buy the pickit 3 programmer?

The basic Pickit3 part number is PG164130. Google this p/n and you'll see several vendors all showing a price of 44.95. Mouser has 500+ in stock where most others are on backorder including Microchip Direct.

Just be aware the ebay unit is a Pickit2 and may not program the etherdongle or conductor according to the Wiki. You will need an adapter for the USB dongle, I use j1sys adapters

I got the etherdongle when they had the first coop and just now go around to putting it together... Happy I talked the wife into letting me buy the programmer. After sending it to someone to program it would add up quick in this hobby.
