Title: 2nd wire for christmas light string is plastic?

I was putting up my pre-lit tree today.  I tested the lights and they all work fine.  The strings on the tree have 2 wires with one thicker than the other.  I was going around and fixing the branches when i found one of the smaller wires was broken.  I was thoroughly confused because all of the lights were still on.  I killed the power and figured i would just strip it, twist it and add a lot of electrical tape.   

Well I stripped the wire and all I see is a clear plastic piece of wire where the metal wire should be.  WTF?  Why would they add a second wire on the string that doesn't carry current? 

I am going assume that the tree wiring is safe since the broken wire is plastic.

Yup, some of them are plastic, but in the same green color to blend in.  They are used to tie the lights on with.  I came across the same exact thing last year.    ::)
