What software are you using to program it and are you using the correct firmware. You should be able to read it back to confirm if it was written correctly.

pic 3 application ver 0.3.3.0 and i also tried mplab ver 8.63. but is it suppost to have a resistor?

on that chip. there is nothing else to configure except all the L jumpers at the top.

No resistor is necessary if you are using the board from Joshua.

If you have the Pickit 3 Programmer (software)
with the pic24f2450 in the board from Joshua Systems, and jumpers set to L
and connected to the Pickit 3
1 Close the PICkit 3 Programmer software if it's already open.
2 Open the PICkit 3 Programmer software.
3 Choose the PIC18F2450 in the drop down list.
4 On the left, just above where it says Program Memory, click on the button that says "Read"
5 after if gets done, just slightly below where where you choose the PIC18F2450, it should say "Checksum:" with a value of 0A6F.
