Title: V3.3 LED Not Lighting

I know this has been discussed before but I am not getting my V3.3 LED lit.  I have not inserted any chips at this point; just following the manual.
I am certain the LED is in place correctly as it is oriented as all the other LED and I get V5 lit.
I have reviewed (not under a magnifying glass) and not found any bridges.
I have checked and the regulators are in the correct positions.

What I didn't really get from the other posts is where to check voltages with my volt meter.

Let chalk this one up to premature excogitation.
I redid solder points and the thing now light up.
