It is a protection against rapid power cycles.

That could certainly explain why after a short period of time that turning on/plugging in the supply will work vs a very short on/off condition Unless you have a way to toggle the short resulting from the button on the pc turning on the power or in our case the short across the same contacts except that ours is closed all the time.
