That looks more like EL wire. Walmart had some costumes like that 2 years ago after America's got Talent had some contestants who used it in their acts. It looks like flexible neon tubing and runs on batteries. You could make it glow steady, or flash slowly, or flash rapidly.

Nah, that's LED.  EL doesn't put out that much light.  I was planning on using EL on sme wire frames but my display is too bright for it and you wouldn't be able to see it.

The kind I had was pretty bright. The white and green were a lot brighter than red or blue. Those leds must be pretty close together. And strips would not be very flexible. Wish they had a close up.
