Is the SSC version 4  and is the 16 port Hub active or passive?

Just confirmed that the SSC's are v1 and the Hub is an Active hub.

The v1 SSCs have the same resistor needed for v3.  When assembling the SSC kits, just follow the instructions to make a SSCv3 instead.  (cut a trace, use a wire as a jumper...)
