They sure can and work well in the cold.  the fog stays close to the ground without the need of much cooling and the ice in the cooler lasts a little longer as well.

Yea along side a snow machine; the fog creates a unique atmosphere.

Without a fan or blower the fog wants to stay in the ice chest.
