Title: LE showing 50 hz

I noticed when I power up my board it comes up saying 50 hz instead of 60 hz. Is there any way to change this? I live in PA so it should be 60 hz.

This is normally do to the six pin chip in the lower left courner of the board either being insert backwards or not soldered in. Also look at the two 15K larger resistors near it and the one smaller 2k resistor near it to make sure they are the correct ones and solder in well. Do all of this with the power unplugged from the pcb as there is high voltage here.
