Ok since im new to all his and getting the newer stuff, dont all the newer stuff have the ISCP plugin in for the pickit, so i dont really need all the ZIF boards or am i wrong about this

Yes you are right, You don't need a bunch of zif boards if you stay with the new hardware.

So stay away from the USB dongle, MR16, SSR4-DMX, Freestyle and the Pickit3 is all you need
