I finally finished my 16-Ch DC Controller, and I'm trying to set it up. Are there instructions on how to use this? I was looking in the wiki and am not seeing anything.. or maybe I missed something.

At the end of each manual is the steps required to set the address

Yes, Usb from your computer, to the dongle and then cat5 from the dongle to the 16ch controller.
