how to configure vixen to dmx value?

Got my hands on a small controller that I am trying to reconfigure. Is there a way to configure Vixen for DMX values  (0-255) instead of %?

Yes

Just click on the button with a % sign in it. It toggles between percent and values (0-255_

Do you know if Vixen 2.1 sends actual DMX values or does it sent % values? Apparently it is a setting that exists with LOR. Is it the same with Vixen and if so how do do you set it up?

Well in the past we used to use Vixen (some still might) to set the start address of the controllers. Which only works if you are sending DMX values. If you look at the vix file you will see DMX values. The % or # button is for viewing on the screen and Vixen only sends out DMX values.
