Can someone confirm the maximum output per channel either in watts or amps and also the total per LE?

From the express assembly manual:

Power Information

Using both power inputs (ie: two cords on two separate circuits (ie: breakers))
40 amps Total for the Express with approved heat sink attached
4 amps per channel maximum with approved heat sink attached
2 amps per channel maximum without approved heat sink attached

Using one power input (see below - Appendix A single power input mod)
20 amps Total for the Express with approved heat sink attached
4 amps per channel maximum with approved heat sink attached
2 amps per channel maximum without approved heat sink attached

There is also a limit of 20 amps per half (1-8 or 9-16) and this assumes you have a 20 amp dedicated circuit for each half with appropriate power leads coming into the box (12 gauge or bigger). If I remember correctly, a 16 gauge (awg) cable tops out at about 13 amps - more than that creates a fire hazard.

Only issues I've ever had is running too many strobes on a single channel.   I split each string of strobes to a different channel and problem solved.   I have almost no lEs that require two input cords ... Most share one cord because power use is low, even running lots of minis.   With c9 you may have to be careful.
