Programming Pic

Just completed my first Aether and all seemed to go well until I tried to program the Pic. 

Get this error message:  The overcurrent logic has detected a fault condition on
either VPP or VDD. Please disconnect your circuit check
MCLR or VDD for a short circuit and then reconnect. Also,
ensure that your target current requirements do not exceed
the specified limits.

Any suggestions as to what to look for?

Solder bridge or lack of solder on or under the PIC.

Thanks for the quick reply.

I've touched up all the legs of the Pic and still same error message.  I can't see any solder bridges and the solder joints "look" good.  Anywhere else to look?  Or is this still the likely area?

Also look at the back of the ICSP header.

Seems pins 2 and 3  of the ICSP are shorted to the board.  Is that normal or is that my problem?

3 should be (it's ground).  2 should not be.  That short can be anywhere on the 3.3v line so you may have to hunt around the board for it.  Look around any pins that get soldered on the back side first as that's the easiest place to get a short.
