Wireless Troubleshooting

I've assembled 3 units and I'm having an issue with one of them.  I connected a PICIT2 to the good ones and they look fine.  WHen I connect the 'bad board' to the PICKIT I get an "Unable to establish a valid Vdd on the target (Attempted 3.5V - Read 0V).

When I pop the PIC out of the 'bad board' and put it in a good one, I get a good PICKIT response from the good board.  That tells me the chip itself is okay and that there is something going on with my board.  I've re-flowed all the connections and I'm at a loss what could be happening.  Any help would be appreciated.  Is there a schmeatic for the new Rx/TX boards anywhere that I can use to troubleshoot?  Any suggestions on what might be wrong?

try to post a pic of both sides of the board (try to avoid glare.)  sometimes a fresh set of eyes can help.
To rule the entire tri-state area!  What's that? Perry the Platypus!!!

Check the solder joints for the ICSP connector

There are no schematics available for any Lynx hardware sorry

Normally if the problem can't be fixed in the forums than a chat with RJ in teamspeak will.
