One channel led not lighting during test

While running test mode, my channel 15 will not light.  I checked voltage across the led from pin 2 on the 3023 to the pic and I'm seeing 2.6 volts, so I know my solders are good.

Here's the thing, all of the other LEDs show about 1.9 volts.  Why is this one higher. 

Do I just have a bad led.

Check if the diode is in backwards.

That was it.  I have no idea how I managed to do one out of the 16 diodes backwards.
