Updated voltage reg for older LE

Looked but couldn't find an answer.  Got some updated 3.3 voltage regs from RJ for my V2 LE to fix the cold weather issue.  There is no metal on it.  Appears to be NEC 29338 Q933k. 

Do I use heat sink compound and the heat sink or not?
