need help

If i buy the pcb board from Rj and then order my own stuff from mouser do i need to program the express then and what do i need to do this

The pic from mouser will not be programmed.  You will need a PICKIT2 or 3 to load the firmware onto it.

You also might be able to find another member that has the pickit already to program it for you.
