I just figured out what happened why my payment was refunded.  I did enter my DLA username and amount of kits in the 'message' area but then went up to change which account the money was to be drawn from.  That change reset the message field!  I did not notice that happening.  I was a click away from doing it again when I glanced down and saw the field had changed.   Maybe this will help others from doing the same mistake.
My apologies to Lineman for adding to his workload.
