Hi Grumpy,

I'm not an expert at this but I will try to help.

When you say you plugged it in I assume you mean the test before you put in the chips and pics.

Did you hook the power up to the left side of the board?

If so then you need to start checking that all your solder joints are flowed and are making contact. Unplug the board and start looking at the LED's. Check to make sure all the parts are in the correct location.

It would be helpful if you posted pictures of the front and back of the PCB. That way there will be a few more eyes looking for problems.

I need to take a step back. I thought you were working on an Express (it is late LOL). Ignore the part about the test before the chips and pics and hooking the power up to the left side.

Do look at the board to make sure everything is soldered correctly and in the right place.

Post photos in the morning. I'm sure someone here can help you.

What are you using for a power supply? The board needs at least 7vdc and no more than 24vdc. 12vdc works great.

A 5vdc supply won't work...

Make sure you have the jumper on the operate side.  I had one of mine set to program address when I first powered up and saw the same thing.
