Did the Express kits we purchased last may in the group buy have the snubbers on the board?

Yes. They are version 5 boards. If in doubt the version number is printed on the PCB.

And what do these snubbers do exactly? I'm guessing they're for LED strings, but what happens on the non-V5 boards?

On boards without the 47K resistors, some LED strings do not turn completely off. INcan strings work fine without the 47K.
